The Duchess is the highest power (after the royals) and holds several baronys. She gifts land segments as she fits. She offers protection and bargains any loans from the Meldrum Bank for those lands as requested by the Barons and Baronesses. In dire situations, she is the final say.

BARONESS
The Baroness cares for the people of her Barony. She gives them protection, sees to the day to day issues of the land, provides for the commonwealth, gives guidance and direction, oversees land owners/business owners and remains always available and aware for her people. She answers to The Duchess and The Royals and appoints to the key positions within the Barony.

SEACREST ARMY GENERAL
This would be the highest rank in Military in SeaCrest Barony and Second in defense of SeaCrest. He is the best trained and most trusted Knight to make decisions about SeaCrest's defense should Kyriah be incapacitated to do so. Of course, he would be in service to Aly MacDraven and the Royals.
